Presidents Message – December 2025
I became president of RAC on February 3, 2025 amid significant geopolitical and economic uncertainty. On that date, following the announcement of 25 per cent tariffs on Canadian and Mexican goods, those U.S. measures were temporarily suspended after border security commitments from Canada. That early moment underscored the operating reality for the year ahead: complexity, volatility, and the need for decisive action.
In a challenging environment, Canada’s railways — supported by the Railway Association of Canada — advanced critical priorities, delivered tangible outcomes for members, and ensured rail’s voice was clearly heard at a pivotal time, consistent with our mandate of supporting the Canadian economy.
Through the Moving Economies coalition, RAC helped shift the national narrative on transportation, supply chains, and economic competitiveness. Two national campaigns were launched, focused on practical, actionable measures to strengthen Canada’s position, including attracting private investment, improving regulatory certainty, and advancing labour frameworks that support supply chain reliability.
RAC strengthened its evidence-based advocacy through the publication of key reports, including Rail Trends, the Locomotive Emissions Monitoring Report, and labour research that continues to shape policy discussions nationally. This work directly supported engagement with the Senate TRCM Committee before we appeared in November.
The contribution of RAC to safety was substantial. More than 4,000 first responders, industry partners, and RAC members were trained, strengthening safety performance, operational readiness, and shared understanding across the rail network. RAC also convened the industry through key forums, including Women in Rail — an expanding platform for leadership and inclusion — and RailCAN25, which brought the sector together around shared priorities.
Rail’s role in supporting the Canadian economy is significant. Railways operate continuously, connecting communities, supporting families, linking producers to markets, and moving Canadian goods globally. The sector supports jobs, strengthens supply chains, and underpins Canada’s economic resilience, with further engagement planned in 2026.
Across the country and considering recent government measures, there is clear momentum to invest in solutions that strengthen Canada’s long-term competitiveness. Rail has a central role to play in sustaining that momentum. It also reflects the commitment of RAC members, the expertise of partners, and the strength of Canada’s rail industry. The association appreciates the trust and collaboration that make this work possible.
As the year concludes, the foundation is strong and the organization is well positioned for the year ahead. RAC enters 2026 focused on delivering results and advancing the interests of Canada’s rail sector.
