Elena Kroupa, Director of IT Security, Metrolinx
Elena Kroupa is the Director of IT Security at Metrolinx, the Ontario government agency responsible for planning, integrating, and operating regional transit across the Greater Toronto and Hamilton Area. Since 2021, she has led the organization’s cybersecurity program, overseeing Security Governance, Risk & Compliance, Cybersecurity Architecture, and the Cybersecurity PMO—advancing cyber resilience across Metrolinx’s IT and OT environments and supporting its long-term transportation mandate.
Elena brings deep cybersecurity expertise shaped by more than two decades in technology leadership. She has driven enterprise security programs, risk management practices, and data protection strategies, with a strong focus on securing complex, highly regulated environments. Her experience spans secure architecture design, cyber governance, third-party vendor management, cyber awareness training, incident response, and leading large-scale transformation initiatives that strengthen organizational resilience.
She previously held senior leadership roles at the United Way of Greater Toronto, where she delivered modernization programs, managed complex technology portfolios, and led data-driven improvements to operational performance. Elena remains an active supporter of the United Way and its mission.
Elena is a member of the Board of Directors for Ukrainian Credit Union Limited, contributing to the Technology, HR, and Nomination committees and supporting strong governance practices. At Metrolinx, she is also a co-founder and active supporter of the Go Tech Women community, which focuses on empowering and advancing women in technology.
She is an active member of CIOCAN, ISF, ISC2, and ISACA, staying engaged in the cybersecurity and transportation security communities.
