Infrastructure and Communities on the proposed amendments to the Railway Safety Act as set out in Bill C-33

The RAC supports Bill C-33. However, it submits that it could have gone further in a number of key areas. The main area of concern is the ever increasing proximity between railway operations and everyday life in communities across the country. Proximity issues should have been addressed in the Bill. The second area requiring modifications to the Bill is the limitation of the number of new crossings.

The submission also comments on the implementation of an administrative monetary penalties regime; protection for privileged information; protocols such as Railway Operating Certificates, provincially regulated railways, safety testing and, the threshold of safety that should underlie all railway operations in Canada.
